August 18, 2005

A Special Meeting of the Red Hook Town Board was held Thursday August 18, 2005 at 7:30 p.m. with the following in attendance:

Supervisor – Marirose Blum Bump
Councilman – James Ross
Councilwoman – Sue Crane
Councilwoman – Jean Bordewich
Councilman – Harold Ramsey
Town Clerk - Margaret E. Doty

Also present: Town Attorney Albert R. Trezza

Supervisor Blum Bump introduced J. Winthrop Aldrich the Town Historian who spoke of St. Margaret’s Home Acquisition.

Winty Aldrich said as a member of St. Margaret’s Committee he would give the Board an update. On August 1, 2005 he met with Karen Forney of Hannaford while he was on vacation in Maine. He explained the history of the property and that we wanted to preserve St. Margaret’s just as it is. He explained that the Town has applied for a grant but in order for the grant to be approved it must be listed on the National Register of Historic Places. There is also an advantage in membership to the National Register.

Winty said he had called again today asking them to sign the consent letter so we can proceed with the grant. Hannaford did promise to sign letters for State and Federal hopefully they will stand by their offer and cooperate and sign otherwise they would not be living up to final approval but he said he will keep on it.

Supervisor Blum Bump thanked Winty and said she hoped him and his committee will get this done.

Resident Peter Girardi said he read in the paper about the PERX’s grant of a million and he wanted to thank Sue Crane who started this project 5 years ago for seniors and is now going forward.

Supervisor Blum Bump said that on the Central Hudson Land acquisition the Town Board had formed two committees, a Recreation Land Task Force Chaired by Councilwoman Sue Crane and a Trail Task Force Chaired by Deputy Supervisor Bill O’Neill.

Councilwoman Crane said her committee had met, representatives from Soccer and the Rec. Park felt 30 acres would meet their current and future needs. Soccer felt they needed 14 acres and 1 acre for parking. Little League felt they needed four fields.

Another meeting will be held Monday August 22nd at 7:30 p.m. which at that time we hope to have 2 additional realtors attend. We know our current needs at this time but not ready to approach landowners. We will have a report for the Board next week.

Supervisor Blum Bump said since Deputy Supervisor O’Neill presented each of you a copy of what his Trail Task Force came up with please review and next meeting Deputy Supervisor O’Neill will be present to present it and answer your questions.

Letter received from the Public Service Commission with a list of Electric Light poles in the Town, asked us to review and return the inventory.

Supervisor Blum Bump said she would ask our Highway Superintendent Wayne Hildenbrand to verify the poles that are listed.

The Town Board along with Town Attorney Albert Trezza reviewed each paragraph and made necessary changes to the Conservation Easement Law which our Attorney will correct and provide copies to each Board member.

Motion by Supervisor Blum Bump seconded by Councilwoman Crane that a Public Hearing be held on the Conservation Easement Law on September 6, 2005 at 7:00 p.m. at a Special Meeting of the Town Board.
