Town of Red Hook Town Board
Workshop Meeting
June 7, 2005
Supervisor Blum Bump opened the Town Board meeting at
8:22 p.m. with the following in attendance:
Supervisor - Marirose Blum Bump
Councilman - James Ross
Councilwoman - Jean Bordewich
Town Clerk - Margaret E. Doty
Also present: Deputy Supervisor William O'Neill and Town Attorney Albert
Trezza
Absent: Councilwoman Sue Crane and Councilman Harold Ramsey
Attorney Trezza said he has spoken to Jaclyn A. Brilling and is concerned with
her letter stating the municipality is negotiating a franchise renewal and
they are granting Temporary Operating Authority as Time Warner is not sitting
down to negotiate with the Town. He said he would be writing to Brenda Parks
Director of Government & Public Affairs that Time Warner will not sit down and
negotiate with the Town Board. There is a dispute resolution that we can file
but I would like to write a letter and get this resolved.
Councilwoman Bordewich said she was very much in favor of our Town Attorney
following through with this but before we did any negotiating she would like
to discuss the contract again at a workshop.
Supervisor Blum Bump introduced Victor Cornelius of Endeavor Inc. for
discussion on immediate grant possibilities.
Mr. Cornelius said the Environmental Protection fund deadline is June 30th for
filing. With the N.Y. State Park grant there are three areas. The grants are
up from $50,000 to $250,000 which requires a match or in-kind service. Have
been successful with these grants and all I would really need to apply would
be an estimate (budget) and somebody to work with.
Councilwoman Bordewich said the end of February we had submitted for a grant
on trails but haven't hear anything should we follow up on this.
Mr. Cornelius suggested waiting until legislature session ended and than wait
a week then call them.
After much discussion it was decided that a resolution be passed at the June
14th Board meeting authorizing Victor Cornelius Grant Consultant to apply for
a grant for St. Margaret's.
Deputy Supervisor O'Neill gave a brief report on Implementation of the Working
Group Report Recommendations.
Received the Agricultural Resource map from Dutchess County Real Property Tax
Service and will be picking up the Soils Resource map. The Water Resource map
is still not available from Dutchess County Planning but hopefully we will
have it by the June business meeting.
Maps are important but they are a tool only.
On the inter-municipal Task Force the Town still has to designate the
remaining members.
Councilwoman Bordewich said she was comfortable with Karen Schneller-MacDonald,
Brenda Cagle, Jennifer Fier and Charles Laing as they are all available and
have time to do this.
Councilman Ross said he did not get a list but he understood it would be one
from Planning and one from Zoning who would serve on the Task Force.
Councilwoman Bordewich said she had trouble with the two names submitted from
the Z.B.A.
Since no agreement on who could be appointed to the Task Force it was tabled
till all Board members were present.
Planning Board fees will be discussed at the June 14th meeting.
Supervisor Blum Bump said on the update of Central Hudson land purchase. The
last meeting the Broker who represents Central Hudson called me late this
afternoon and said he would call back tomorrow so that is where that stands.
There was no response from the last letter.
Deputy Supervisor O'Neill said the Resolution designating Red Hook Central
School as an interested agency for SEQR was already a done deal. There would
be a liaison from the school board.
The two hour workshop by Greenplan, Inc. on SEQR is scheduled for 6/22/05.
Karen Schneller-MacDonald will give a one hour presentation on wetlands July
19, 2005 at a Board workshop.
Met with Mr. Kalina May 20, 2005 who presented to the Supervisor and Greenplan
future plans for his intended development of Forest Park future meeting
scheduled.
Dr. Leone and Dr. Migliorelli met with the Supervisor, Greenplan and Robert
McKeon of the Agriculture and Open Space Committee and presented a final
proposal to develop their parcel off Linden Ave. This will be a 14 lot
subdivision.
On the Special Projects with Morris Associates... on May 2, 2005 the
Supervisor and Harold Ramsey met with Pete Setaro to further to discuss the
Highway Garage. Morris Associates will be continuing their work to prepare
recommendations regarding the Hannaford Road project.
Meetings were held with Morris Associates on the extending Village water into
the South-East Quadrant of the Town of Red Hook.
Supervisor Blum Bump announced that Flag Day parade will be held June 11,
2005.

Motion by Councilwoman Bordewich, seconded by Supervisor Blum Bump and carried
the meeting adjourned 10:00 p.m.
