Regular Business Meeting
May 10, 2005
A regular monthly meeting of the Red Hook Town Board was held Tuesday May 10,
2005 with the following in attendance:
Supervisor - Marirose Blum Bump
Councilman - James Ross
Councilwoman - Sue Crane
Councilwoman - Jean Bordewich
Councilman - Harold Ramsey
Also present: Deputy Supervisor William O'Neill and Attorney Albert Trezza.
Supervisor Blum Bump opened the meeting at 9:15 p.m. with the Pledge Allegiance
to the Flag.
Supervisor Blum Bump read her monthly report for April.
Motion by Councilwoman Crane, seconded by Councilman Ramsey accepting the
Supervisor's Report as read.

RE - Budget Adjustments and Transfers
Resolution was offered by Councilwoman Sue Crane, seconded by Councilman Harold
Ramsey and carried authorizing the Supervisor to make the necessary Budget
Adjustments and Transfers.

Motion by Supervisor Blum Bump, seconded by Councilwoman Bordewich that we
dispense with the reading of the minutes from the April meeting.
Motion by Supervisor Blum Bump, seconded by Councilwoman Bordewich adopting
Local Law No. 2 of 2005 a local law amending Article 1, Section 126-2 of Chapter
126 Taxation Senior Citizens Exemption of the Code of Town of Red Hook as
adopted by Local Law No. 1 1992.

Motion by Supervisor Blum Bump, seconded by Councilwoman Crane and carried that
the Recreation Fees for a subdivision be increased to $3,000.

Councilman Ross said this fee is in lieu of land in a subdivision.
Councilwoman Bordewich feels this fee is something we should take a close look
at budget time next year.
The Lead Agency status on the Conservation Easement was tabled.
Henry Van Parys Chairman of the Water Board gave his Annual Report.
Larry Carr was the only new member being appointed October 2004.
Chairman Van Parys touched on the highlights of 2004, goals of 2005, Capital
Improvements, Water Quality, Water Level Summary, Financial Overview 2000-2004
and the Operations Summary 2000-2004.
Supervisor Blum Bump introduced Jan Volpe Superintendent of Schools.
Superintendent Volpe said that she knows some people expressed concerns about
building a new school and she wanted all to be aware of a new Wick's Relief Law
on the floor of the Senate calendar with name you can contact expressing your
opinion.
She would also like to announce that the Red Hook High School was listed in
Newsweek as being number 28 out of 1000 in the whole country so we can be very
proud of its high rating.
Bruce Martin Budget Director gave a presentation of the School Budget for
2005-2006. He than explained the $150,000 transfer to Capital Fund and the
reason for handling this way as a capital project rather than a regular budget
which is to be used to upgrade the water system at Mill Road Elementary School.
Mr. Martin also spoke of the borrowing and to spend 325,000 for the purpose of
installing a generator at the high school. The project cost to the tax payer
would be .62 cents per year for 15 years.
The voters will also be asked to create a capital reserve for the purpose of
funding future capital expenditures. This reserve could be funded up to a $1
million over next 10 years.
Mr. Martin ended urging everyone to vote Tuesday May 17, 2005 at the Mill Road
School from noon to 9:00 p.m.
Councilwoman Bordewich said Mr. Martin you implied that there was not going to
be any cuts or dropping any programs.
Mr. Martin said this budget has no new staffing, no new positions simply
attempts to bring this years program into next year.
Supervisor Blum Bump thanked Bruce Martin and Jan Volpe for coming.
Councilwoman Bordewich explained the Election District map was changed this year
due to growth in population the Election Board asked that we adopt this
resolution clarifying our Election District Map.

Superintendent to purchase a new heavy duty 4 X 2 plow truck under State
contract.

Attorney Albert Trezza said the funding for this vehicle is under the Highway
Department Capital Equipment Plan by the issuance of a Statutory Installment
Bond.
Motion by Councilwoman Bordewich, seconded by Councilwoman Crane that the
Village of Red Hook Planning Board be designated Lead Agency Status for Anderson
Commons and the Old Soap Factory.

The Ethics Law will be on the agenda for the next workshop.

this meeting and go into Executive Session to discuss Central Hudson Land
purchase.

meeting at 12:03 p.m.
DEPARTMENT HEAD REPORTS:
Highway Department-
Councilman Ramsey reported that Highway Department purchased the Water Truck for
$35,000.
Highway Superintendent would like permission to go out to bid for his Capital
Pavement Projects.
Motion by Councilman Ramsey, seconded by Councilwoman Bordewich authorizing
Highway Superintendent Hildenbrand to go out to bid for his Capital Pavement
Projects on Pitcher Lane, Mill Road, Oriole Mills Road, Echo Valley and Williams
Road.

Recreation Department-
Councilman Ramsey reported on the Recreation Commission the program schedule for
this summer was at the printers with sign up on June 4th and 11th here at the
Town Hall 9:00 a.m. to 1:00 p.m.
Disaster Preparedness Committee-
Councilman Ramsey said the Disaster Preparedness Committee finalizing their plan
and as you heard tonight regarding the generator at the school.
Recycle Center-
Councilwoman Bordewich report on the Recycle Center, TJ Hackett has completed
the course and will now be able to remove the Freon from appliances himself. The
recycling program is going very well. The metal has increased in volume.
Building Department-
Councilwoman Bordewich reported that 16 Building Permits had been issued for the
month of April.
Purchasing Department-
Councilwoman Crane said from March 22 to May 9th 62 Purchase Orders issued in
the amount $70,834.62. Largest going for the purchase of a Water Truck $34,000.
Re-bidding Tennis Court repairs.
Northern Dutchess Landscaping was granted the contract for ground maintenance
this year.
Purchase orders issues for infield dirt at Rec. Park-tool and maintenance
supplies.
The Appraiser for Central Hudson Property was completed and awarded to Hubble
Realty.
Senior Services Committee-
Councilwoman Crane report on the Senior Services Committee- last year we had a
very successful Senior Expo at the Firehouse which was filled to capacity and as
a result we have gone to the Junior High Cafeteria on October 4th. There will be
a fee for maintenance at $250.00.
Motion by Councilwoman Crane, seconded by Councilman Ramsey that we use the
Junior High Cafeteria and pay the maintenance fee of $250.00.

Zoning Board of Appeals-
Councilman Ross reported the Zoning Board of Appeals has 5 items on Agenda. 2
continuations of public hearings and 3 appeals.
Planning Board-
Councilman Ross said the Planning Board issued couple of lot line alterations
and site plan view for Bard Soccer field expansion. Site plan approved for
Blithwood on Bard campus and a subdivision on Norton Road.
Conservation Advisory Committee-
Councilwoman Bordewich report on the Conservation Advisory Committee briefly
discussed the Village tree program and how to start one in the Town. The
importance of wetlands and how to protect them for our water supply. They also
discussed setting up a plan for the trails group and bikes along Linden Acres.
Dog Control-
Councilwoman Bordewich said the Dog Warden did not have any dogs in the kennel
and was just working with the Town Clerk on renewal of licenses.
Supervisor Blum Bump said that Grievance Day was May 24, 2005 with the hours
12:30 to 4:30 p.m. and 5:00 p.m. to 11:00 p.m.
Dutchess County has launched a prescription discount program which offers an
average savings of 20% off retail price. All three pharmacies in Red Hook will
honor this program and participate in this.
Supervisor Blum Bump read a letter from the Red Hook Elks extending an
invitation for Town Officials to participate.
Letter from Attorney Trezza reporting on the closing of the John Feller property
and he will be meeting with the Bonding Attorney.
Councilman Ramsey said on the Highway Garage we are meeting with Peter Setaro
and with the Highway Superintendent on plans with the highway garage and also on
the cost. Peter Setaro is looking at the original plans for a meeting with him
on May 24th.
Motion by Councilman Ramsey, seconded by Councilwoman Bordewich the meeting
adjourned 12:23 a.m.
