Workshop Meeting
October 27, 2004

The Town Board Workshop was held Tuesday October 27, 2004 with the following
in attendance:
Supervisor - Marirose Blum Bump
Councilman - James Ross
Councilwoman - Sue Crane
Councilwoman - Jean Bordewich
Councilman - Harold Ramsey
Town Clerk - Margaret E. Doty
Deputy Supervisor - William O'Neill
Supervisor Blum Bump opened the floor at 7:30 p.m. for a public comment
period.
Kathy Stewart, Spring Lake Road resident said we should be aware major
development is moving into our area. The Land Use Working Group will be
working as we welcome economic development. We should be keeping our eye on
the ball so to speak, as I for one am concerned.
Supervisor Blum Bump asked that we set our meeting dates for November and
December.
November 1st - Public Hearing on the 2005 Budget at 6:30 p.m.
November 9th - Town Board 7:30 p.m.
November 24th - No meeting unless necessary
December 7th - Workshop 7:30 p.m.
December 14th - Town Board 7:30 p.m.
December 21st - Year End & Workshop 7:30 p.m.
December 29th - No meeting unless necessary
The Town Board reviewed the request for proposals (RFP) for Engineering Firm,
Architectural Firm and Certified Public Accounting Firm and after a few minor
corrections Supervisor Blum Bump asked for a vote to have Ted Kudzy send out
these requests.
Councilman Ross and Councilman Ramsey felt this should be acted upon at a
regular Town Board meeting not at a workshop.
Supervisor Blum Bump said she would discuss it later.
Supervisor Blum Bump read a copy of a resolution authorizing Supervisor Blum
Bump to sign Grant agreement between Dutchess County, Dutchess Land
Conservancy and Town of Red Hook with respect to the purchase of Development
Rights of the Steiner Farm and authorizing the Town Board to sign and execute
the Conservation Easement.

Supervisor Blum Bump read a memo from Attorney Albert Trezza regarding the
Steiner property closing cost.
The Director of the Dutchess Land Conservancy has advised us that all closing
costs are included in the amount the town had agreed to pay, to wit,
$652,171.50.
The Conservancy would like to close before the end of November 2004. This may
require some short term borrowing so as not to affect the 2005 budget.
We should commence the on-going financing of these purchase monies in 2006 and
budget accordingly.
Supervisor Blum Bump said our Attorney Trezza is making progress on the fourth
position of the Cell Tower and will let us know in about 2 weeks.
At this time the Town Board reviewed the Supervisor's Preliminary Budget line
item by line item until they were satisfied and ready for the Public Hearing
on November 1, 2004.
The one item that is still under discussion is the attendance of the
Association of Towns schooling in February. Because this is a large line item
in the budget the board felt it was necessary to establish a plan or policy
for those who would be attending, lodging, food etc.
Budget Director Larry Kopczak will make all the necessary budget changes that
were addressed and have it ready so the Board may review the changes before
the public hearing.
Pace University Land Use Law Center will be holding training programs in
November for Planning Board, Zoning Board, CAC and Architectural Review Board.
This will be held at the Farm and Home Center in Millbrook from 9:00 a.m. to
4:30 p.m. on November 15th and 16th. All are urged to attend these training
classes.
Dutchess County and the Town of Red Hook would like to hold a free rabies
clinic for dogs and cats at the Red Hook Firehouse either the first or second
Saturday in December.
At this time Supervisor Blum Bump asked that we go back to the request on the
RFP's.
Motion by Supervisor Blum Bump, seconded by Councilwoman Crane and carried
that we have Ted Kudzy make the corrections on the request for proposals (RFP)
for Engineering Firm, Architectural Firm and Certified Public Accounting Firm
and mail them out so they can be returned for December meeting.

Motion by Supervisor Blum Bump, seconded by Councilwoman Bordewich and carried
the meeting adjourned 10:27 p.m.
