Town of Red Hook Regular Monthly Meeting
A regular monthly meeting of the Red Hook Town
Board was held Tuesday August 10, 2004 with the following in attendance:
Supervisor – Marirose Blum Bump
Councilman – James Ross
Councilwoman – Sue Crane

Councilman – Harold Ramsey

Absent: Highway Superintendent Wayne Hildenbrand
Supervisor Blum Bump opened the meeting at 7:40 p.m. with the Pledge
Allegiance to the Flag.
Motion by Councilwoman Bordewich, seconded by Supervisor Blum Bump and carried
unanimously dispensing with the reading of the July minutes.
Motion by Councilwoman Crane, seconded by Councilman Ross and carried
unanimously approving the Supervisor’s Report as read.
RESOLUTION 2004 #21
RE- Budget Adjustments and Transfers
Resolution was offered by Councilwoman Sue Crane, seconded by Councilman James
Ross and carried authorizing the Supervisor to make the Budget Adjustments and
Transfers.

program in Red Hook.

Supervisor Blum Bump read a copy of the Ordinance Governing Commercial

RE – Authorizing the Submission of the Fiscal Year 2005 Dutchess County
Community Development Block Grant Program Application.

RE- Rolling Hill Way
Resolution offered by Supervisor Marirose Blum Bump, seconded by Councilman
Harold Ramsey and carried the proposed drive within the OAOA, LLC. Subdivision
located off Crestwood Road to be called Rolling Hill Way.

made.

the Town Board go into executive session to discuss a legal matter.

Supervisor Blum Bump explained that they had gone
into executive session to discuss the John Feller Farm proposal.
Supervisor Blum Bump read a copy of the resolution for purchase of development
rights of the John Feller Farm.

RE – For The Approval Of The Purchase Of Development Rights Of The John Feller
Farm And The Issuance Of A Bond Anticipation Note In The Sum Of To Effectuate
The Purchase.

Supervisor Blum Bump on the recommendation of Attorney Trezza will contact
Scenic Hudson to find out what our next step will be on the John Feller Farm.
COMMITTEE AND BOARD REPORTS:
Planning Board:
Councilman Ross reported that the Planning Board met August 2nd and the next
meeting is August 16th. They discussed again the Day Care Center, minor
subdivision and lot lines and discussed the site plan and special use permit
for Bard College.
Zoning Board of Appeals:
Councilman Ross said the Zoning Board of Appeals which normally meets on the
second Wednesday will be meeting on the third Wednesday which will be the 18th
of August.
Water Board:
Councilwoman Crane reported for month of July. 16 water meters have been
replaced and 11 have yet to be replaced.
The tank has been inspected and the comprehensive report submitted with
corrosion less than 1% and recommended that it be inspected again in five
years. Tank is in very good shape.
Connection for watering of the infield has been installed and meter installed.
Economic Development Committee:
Councilman Ramsey said Economic Development Committee met on July 20th and put
together a mission statement. They will be meeting at a workshop with the Town
Board to let them know what their goals are.
Recreation Committee:
Councilman Ramsey reported that the Recreation Committee has been busy this
summer. Roller Hockey ramp repaired, grooming work done on the infields,
tennis court will be done in the fall. A lot of work done in the playground
area. Safety caps added on all the fences in the Little League area. Work
being done on the recreation shed, parking- stripe it and made a no parking
zone and handicapped spaces added. Attendance for the summer programs was
excellent.
The Red Hook program is getting over 180 children a day and the Tivoli program
over 50 children a day.
A concert August 3rd was held at Abrahams Park.
Disaster Preparedness Committee:
Councilman Ramsey reported that the Disaster Preparedness Committee met August
2nd. Coordinator Kenny Davidson from the County who will help them put
together a plan that will incorporate town and villages before they put their
plan together.
CAC:
Councilwoman Bordewich gave a report on the CAC that met on August 3rd. They
discussed the proposed Energy Conservation Conference which Laurie Husted is
coordinating with Pat Courtney of New York State Energy Resource and
Development Association. They will be looking for other joint conference
hosts. Suggested private individuals, engineers, builders and developers,
realtors and architects as well as the group Sustainable Hudson Valley.
CAC also worked on the proposed plans for the redesign of Highway Department
and Recycling Center Sites.
Jim Rapoli reported that the Village of Red Hook is encouraging the removal of
sidewalks. Jim noted that the SEQRA process should be followed when removing a
service. They also discussed the Town Working Group recommended development of
DEIS information for large parcels of property which might be developed.
Ethics Committee:
Councilwoman Bordewich said the Ethics Committee under the Chairman Fred
Cartier has had two meetings; the first June 30th was organizational. Their
first plan is to review the current code adopted in 1993 and make any
necessary revisions. Second meeting was July 28th; they felt our code was good
to work from. They also looked at New York Sate Code and are gathering other
information. They will be looking into distribution of Ethics Code, the
process for Ethics complaints, waiting period after termination of Town
Service, possible conflict of hiring relatives, a person can excuse themselves
and another area to look at is officers in local political party and whether
or not they can hold certain positions in the town. They are also looking for
a fifth volunteer member.
Road and Traffic Safety Committee:
Councilwoman Bordewich said the Road and Traffic Safety Committee met on July
19th, Highway Superintendent Hildenbrand was present. They discussed Route 9 G
and Kelly Road.
They were looking at signs that might be installed there.
They have a few questions, did they have a budget and could they use the
Town’s Web Site to communicate to the community. There were three issues they
were going to address, Route 9G thru Kelly Road, Linden Avenue, from
Whalesback to the Recreation Park.
Town Attorney:
Town Attorney Trezza reported he has been working on a lot of correspondence,
resolutions. Working with Building and Zoning as there are a lot of people who
are not following our town codes so complaints are going before Town Justices.
He said that he would keep a log for each month.
Senior Services Committee:
Councilwoman Crane reported that the Senior Services Committee has been
working for the past months on a Senior Service Expo. to be held September 29,
2004 at the Red Hook Fire House from 10:00 a.m. – 2:00 p.m., door prizes,
raffles, free refreshments and information booths. Dutchess County Office for
the Aging, guest appearance from radio host Orville Norman, John Beal Dutchess
Office for the Aging to answer questions. Co-sponsored by the area Chamber of
Commerce, the Town and two Villages.
Assessor:
Supervisor Blum Bump read a report from Assessor Richard Trotti 48 deeds
processed for month of July. In the three subdivisions there were 17 new
parcels, all were processed and valued. Attended classes at Cornell and Real
Property Tax Service in Albany.
Informational fliers were mailed July 26-30. On the reassessment Data
Collectors are at present in the Village of Tivoli.
Building and Zoning:
Councilwoman Bordewich reported in the Building and Zoning 28 Building
Permits, and they are continuing to issue CO’s on the previous buildings.
Purchasing Department:
Councilwoman Crane gave her report on the Purchasing Activity for July 13 to
August 5, 2004.
Largest amount of money going to Colarusso and Son for the paving of the roads
this summer.
Getting quotes for the work at the Pump House.
Ted will also be seeking request on the architectural service for the Town
Garage.
Councilwoman Crane would like to thank the Open Space and the Agricultural
Committee for the hours on the John Feller Farm project especially Mary Ann
Johnson for working so hard.

for payment bills from the General Fund and the Highway Funds bill nos.
